Founding Director of Capture & Proposal Operations (Chief Capture Architect)

We are a Disabled Veteran-Owned Small Business (SDVOSB) and AI-enabled systems integration professional services firm in the early stages of growth, building a progressive organization designed around disciplined execution, autonomy, and long-term value creation.

We are seeking a Founding Director of Capture & Proposal Operations who thinks like an entrepreneur—not an employee. This role is intended for a capture leader who wants to design capture strategy, proposal infrastructure, and win discipline from zero, influence company direction, and participate in a contributor-based ownership model rather than a traditional hierarchy.

There is no initial salary by design. This is a low-risk, flexible founder role, intended to be built alongside existing professional work. As the company grows, ownership, equity participation, and compensation pathways will be structured based on contribution, impact, and clearly defined milestones.

Role Structure & Legal Status

This is a founder-level, equity-based leadership role and not a traditional W-2 employment position at inception.

The Founding Director of Capture & Proposal Operations will initially participate under an advisory/executive services arrangement, designed to comply with applicable labor, employment, and federal contracting laws.

Participation is strategic and operational in nature:

  • No promise of wages for services rendered
  • No fixed schedules or timekeeping requirements
  • No commission-based employment structure
  • No employee-style supervision or billable labor
  • Clear separation from contract-charged activities

Ownership & Equity Framework

Ownership participation is earned through contribution and impact, with equity structured around clearly defined capture, proposal, and revenue-related milestones, vesting schedules, and governance protections.

Equity mechanisms (e.g., profits interest, phantom equity, or future conversion structures) will be discussed transparently with finalists and aligned with company structure and compliance requirements.

What You Will Build

As a founding executive reporting directly to the CEO and participating in early leadership governance, you will architect and lead the capture and proposal foundation of the company, including:

  • Capture strategy aligned with company NAICS and core capabilities
  • Opportunity identification, qualification, and bid / no-bid decisions
  • Sources Sought, RFI, and market research responses
  • Win themes and capture plans for targeted pursuits
  • Proposal schedules, compliance matrices, and submission workflows
  • Coordination of Engineering, Technology, Accounting, and HR inputs
  • Teaming strategies, JV positioning, and partner alignment
  • Ethical, compliant capture practices aligned with FAR and federal acquisition rules

You won’t inherit a proposal process—you’ll build the engine that converts opportunity into revenue.

Capture & Compliance Scope

While this role is not a contracts attorney or compliance officer position, the Founding Director of Capture & Proposal Operations is expected to:

  • Establish disciplined capture and proposal governance
  • Ensure proposal compliance with solicitation requirements
  • Support set-aside strategies (SDVOSB, SDB, future 8(a))
  • Align capture activities with ethical, auditable business practices
  • Reduce execution and proposal risk for primes and government customers

Ideal Founder Profile

  • 8–12+ years of capture management, proposal management, or federal BD experience
  • Prior experience leading capture or proposal efforts in federal or regulated environments
  • Strong understanding of FAR-based acquisition and proposal compliance
  • Experience supporting SDVOSB, small business, or set-aside pursuits preferred
  • Entrepreneurial mindset: disciplined, analytical, execution-oriented

This opportunity is not about chasing a title or climbing a ladder. It’s about building something credible, repeatable, and revenue-generating—from the ground up.
